Missing-nin (抜け忍, nukenin; English TV "Rogue Ninja"; Literally meaning "runaway shinobi") are ninja who left their village without the intention of returning and severing ties with the said village, often because they have committed criminal acts or to pursue other personal gains. The ninja village that they are from will often try to track them down and eliminate them. Several missing-nin do not stop wearing their forehead protector, while others may discard them. Akatsuki members who do retain their headbands carve long, horizontal scratches across the symbol, to show they have rescinded their allegiances and rejected their villages. Kirigakure has a special hunter-nin task-force whose only objective is killing traitorous ninja. Not only is this done as a punishment for treason, but also to protect the secrets of the village, since it is possible to learn some of the village's techniques from the autopsy of their users. The ninja organisation Akatsuki is composed mostly of S-rank missing-nin, except for Nagato and Konan, who are the leaders of Amegakure. Most of the missing-nin throughout the series are antagonists.

Depending on the village leader's decisions, the missing-nin in question may be given leniency. The most prominent example is Sasuke Uchiha, who is not marked for death by the Fifth Hokage, Tsunade, as a favour to Naruto Uzumaki, and is instead to be brought back as a Konohagakure citizen. However, according to Kakashi Hatake, a missing-nin is typically marked for death simply for defecting, and such mercy is rare.

Later, when Sasuke infiltrated Kumogakure and attempted to abduct their jinchūriki, Killer B, then attacked the Kage Summit, the pardon Tsunade granted him was nullified and the Five Kage elevated his status to an international criminal, meaning that he is a missing-nin now wanted on a global-scale.
NPC Characters
There are many people within the world that don't follow the normal course of life. People who have been exiled from the usual by choice, fate or accident. Some are Rogue Ninja, who desert their villages and are hunted for great crimes. Some are non-shinobi who have secrets, knowledge, powers or importance enough for the great villages to want them. Most of these people are lonely individuals with very few friends and thus have had to become stronger individually to survive. When tangling with such people, going one-on-one is risky thanks to these skills and yet; maybe there is a portion of people who feel the need to reinforce the point that the shinobi way is the best way and deserters should be brought into line. Maybe it's a design for the freedom these people have. Regardless, it is a lonely life.

NPC characters are Naruto-Verse's answer to these unaligned folks. They are extra characters, given to trusted, well-known players to add life and antagonism to the server. As an NPC, you will be lonely until alliances are made; or until you are captured by a great village. Either way, these types of characters are handled different than normal ones.

Creating an NPC
When Applying for an NPC character you must provide us with the following information.

Background: This may make or break your application. you must include whether they were part of a village or not, what they did to earn their rogue/exile status and how they got their powers. It is recommended you study the various missing nins of the naruto canon and take inspiration from them. However, make sure your character is suitably within the kind of power level that you will be provided. you will not start NPC characters at the kind of level that Itachi or Orochimaru were.

Powers: Full DF rules and Descriptions of 3 slots worth up to 300 tokens which the character will gain on creation free of charge. (For the best results, stick to a 200 token clan-like power set, like the Febuary 2013 contest)

Crimes: (Explain here what has been done by your character to make the villages want to capture you. This may be seperate crimes in seperate villages)


NPC character rules
To reflect the fact that NPCs have to work on their own most of the time and generally are required to be tougher to survive; their power starts out higher than normal NPCs to offset the fact that PCs normally have lots of backup and much more time to develop and gain strength. They also gain a 'stipends' over time to make sure that players who own NPCs can still spend time on their normal characters without worrying about their NPCs falling too far behind in power.

  • NPCs start at level 20
  • NPCs gain their LVL25 powers at 20 and retain them until level 35.
  • NPCs never gain slot 5. They are instead given 200 tokens to spend.
  • NPCs start with Slots 1-3, and gain access to their 4th slot at level 30.
  • NPCs do not gain HP/CP bonuses, or max jutsu able to be learned as a Chuunin until level 25.

In addition to this, NPCs only ever earn "NPC tokens". these are tokens that may only be used on NPC characters, therefore cannot be transfered to normal PCs or other characters. You do not have the option to purchase your NPC to make them into a PC due to the fact that NPCs progress much faster than normal characters.

NPC stipends

NPCs gain 5 tokens for each week they log on and interact with PC characters and are entitled to it for each week they have done so since creation. Once more, they may learn 1 jutsu per week without rolls. Limited to C-rank for Genin, B-rank for Chuunin and A-rank for Jounin.


NPC activities:
Engage in missions as antagonists: Dms can allow NPCs to work against players. They are allowed to escape from the mission if PCs go after them with a free jutsu gained when they desert their village. The jutsu may be given a description and Jutsu type according to the NPC player without approval from Staff, however your jutsu may be given an 'RP nerf', if it is proved to 'powerful' or 'exotic' for the level of character you play.

NPC Escape Jutsu: For 3CP, you may attempt to escape the current combat with a +3 to your escape rolls. you may only use this if there are 2 PC fighters for each NPC.

Announce Presence: Without need for a DM, the Missing Ninja can announce their presence to have PCs come after them for rewards and combat. NPCs may capture those who attack them and vice versa for PCs. Regardless of the outcome of this combat, each person involved gains 1 token if they post about it on the forum or have a DM watch over the event. To capture a target, you must either defeat them in combat, convince them to come with you or otherwise make it so they cannot escape you. The rewards for capturing NPCs and PCs regardless is the following:

(+ 2 Tokens Vs Kekkei Genkai & Clan Elders)
15-19: 1 Tokens
20-24: 2 Tokens
25-29: 3 Tokens
30-34: 4 Tokens
35+: 5 Tokens

Both PCs and NPCs are imprisoned by those who capture them for 3 days or until a rescue team successfully breaks them out of said prison term. NPC players should note that it is far less likely for NPCs to have enough people to willingly risk death by invading great villages to save companions.

Disguised Infiltrator: Enter a village in disguise with the objective of stealing something from a clan. May last a number of days. To discover a disguised NPC, there must be a opposed Highest vs. Highest roll. It is a tug of war game essentially, Both NPC and PC trying to discover start with 0 suspicion. As whoever wins the roll gets +1, who ever loses gets -1. If the player is first to +3, they have noticed they are not who they seem to be, If the NPC gets to +3, the player has been convinced they are not suspicious and can't roll against the any more until proper reasons let them be suspicious again. If a NPC chooses a village they have previously commited crimes in, PCs from that village gain a +5 to these tug of war rolls. You gain an additional +5 to rolls if you have already interacted with this particular NPC before.

NOTE: Infiltrating a village does lead open to perma if wanted by -that- village.


NPCs and Meta-gaming:
Meta-gaming to get in on the fight is not acceptable by PCs or NPCs. The line between seeking RP and meta-gaming is understandably blurred on this server, so there are a few guidelines to follow for PCs and NPCs a line. Just because an NPC logs on does not mean you can zone in on them without cause. If they are 'in diguise' then you may not automatically know who NPCs really are. Out in the wild, outside village boundaries however, when it comes down to combat and capturing, it may get agrivating for either side of individuals keep joining combat out of the blue to lend a hand. Both previously invovled PCs and NPCs must agree on whether they accept or decline the allowance of a new players entering the capture event. If they cannot agree on the situation, they are to both roll a raw 1d20 with no bonuses, who ever is higher may choose to accept or decline. However, it is possible to create jutsus or communication items that allow the user to speak to allies about entering the battle with needing to discuss it with their opponents. It is advised that NPCs get one of these as soon as possible.

NPCs Death:

If an NPC is defeated within a village they are wanted in, they are open to perma-death. Outside this, NPCs are subject to Perma-death as per any NPC. Should an NPC die, they loose all accrued NPC tokens but are free to make a new NPC with the 200 token ability again.
